Tokens, Watts, and Geography: AI Infrastructure Power Tiers

Abstract

The paper proposes a tier classification for AI infrastructure based on the interaction of three constraints: token-throughput economics, electrical wattage availability, and grid geography. Five falsifiable predictions are pre-registered on OSF, each with dated trigger conditions. The model is applied to the US, China, Northern Europe, and the Middle East from 2024 through 2027.
